Strengthening Sectoral Statistics: BPS Kuantan Singingi Holds Capacity Building for Local Government Agencies

Teluk Kuantan, June 30, 2025 — The Central Bureau of Statistics (BPS) of Kuantan Singingi Regency conducted a Sectoral Statistics Capacity Building session at the BPS office. This event was part of an ongoing effort to enhance statistical governance among regional government agencies, in alignment with the principles of One Data Indonesia (SDI).

The event was attended by representatives from several Regional Government Agencies (OPD), including:

  1. Regional Development Planning, Research and Development Agency (Bappeda Litbang),
  2. Department of Fisheries,
  3. Department of Food Crops, Horticulture, and Food Security,
  4. Department of Communication, Informatics, Statistics, and Encryption.

Objective of the Activity

This capacity building aimed to:

  1. Improve understanding of standardized sectoral statistical management across agencies,
  2. Avoid data overlap and redundancy in statistical activities,
  3. Promote integration and synergy among institutions in producing accurate, up-to-date, and accountable statistical data.

Key Materials Presented

The event featured two main presentation sessions:

1. National Statistical System (SSN)

This session introduced the SSN as a coordinated structure that integrates all elements of statistical implementation in Indonesia — including data needs, methods, resources, legal instruments, and the Statistical Community Forum. Key topics included:

  1. Classification of statistics (Basic, Sectoral, and Special) and characteristics of statistical activities,
  2. The KISS principle: Coordination, Integration, Synchronization, and Standardization,
  3. The mechanism for statistical activity recommendations and the importance of metadata,
  4. Utilization of statistics for development planning and evaluation,
  5. Alignment between SSN and One Data Indonesia policy through standardization, interoperability, and reference codes.

2. Evaluation of Sectoral Statistics Implementation (EPSS)

EPSS is an evaluation framework used by BPS to assess the maturity level of sectoral statistics management within government institutions. Key points discussed included:

  1. Purpose and benefits of EPSS, especially in generating the Statistical Development Index (IPS),
  2. Assessment structure: 5 domains, 19 aspects, and 38 indicators,
  3. Assessment stages: from self-assessment to document validation and harmonization,
  4. Strategies for improving IPS through cross-sector collaboration, data literacy, and continuous improvement efforts.

Interactive Discussions

The activity was highly interactive, with active participation during discussions and Q&A sessions focusing on best practices in sectoral statistics, the use of the Romantik application for statistical activity recommendation submissions, and the importance of establishing Internal Assessment Teams (TPI) within each agency.

Closing Remarks

Through this activity, it is hoped that all regional work units in Kuantan Singingi Regency will enhance their capabilities in producing and managing sectoral statistics professionally. This, in turn, supports data-driven development planning (evidence-based policy) and contributes to building a robust, effective, and efficient National Statistical System.
